Earlier in 2023 the Village of Northbrook trustees adopted a tax on single-use bags to reduce the environmental impact and costs to the Village caused by the single use bags in alignment with the waste reduction goals outlined in the Climate Action Plan
Details of the plan can be found at the link – Single-Use Bag Tax for Businesses | Northbrook, IL
The best practices that facilitated the adoption of this tax were:
1) Waste reduction goals adopted by the Village as part of the Climate Action Plan. Recommendation of the tax by the Sustainability Commission.
2) Creation of a Sustainability Fund to facilitate rollout including provision of reusable bags and an awareness and education campaign. The revenue will feed into this fund.
3) Best practices from other suburbs and the city of Chicago that have adopted a bag tax including a revenue share with retailers.
4) Inviting public and retailer comments. Inclusion of all stakeholders.
5) Providing adequate time for rollout.
